摘要
通过对西南少数民族地区村民选举的“管中窥”,发现目前村民选举存在阻碍因素。如,一是现行农村管理体制与村民自治的矛盾,目前农村的情况主要还是集权治理、还存在缺陷;二是在宗族、地域、文化、经济、乡村精英等复杂的关系网络之中,以及在乡、村等组织网络之中,村民自治受到不同程度的消极影响;三是依法行为的观念淡漠,有关法律制度较粗略,权力的失范;四是转型时期不公正的分配结构,不诚信的所作所为,不少干部的以权谋私,等等。由此提出:目前推进村民选举村民自治的关键是全力塑造领导干部诚信品质。
Through the investigation of the current elections in the minority regions in the Southwest of China, some obstructing factors have been found in the farmers＇ election and farmers＇ autonomy. Firstly, there are contradictions between the current management system in the countryside and the villagers＇ autonomy, because the centralized power in the countryside is the main part embodied with certain weaknesses.Secondly,villagers＇ autonomy was affected by the factors of clans, regions, cultures, economy, and personnel in the villages and towns. Thirdly , the concept of acting according the law was faint and the related law system is not mature so that administration is often out of the regulation. Fourthly, in the period of transformation, there are some weaknesses such as inequitable distributing structure, acting without credit, and inequitable treatment by some carders. So we believe that the key in current villagers＇ election is to nurture the honest quality of the carders.
