摘要
统筹城乡发展建设社会主义新农村是我国经济社会发展新阶段的必然要求,统筹城乡发展要以改变城乡二元结构为目标,建立以工促农、以城带乡的长效机制,大力推进城镇化,是促进我国经济快速增长、优化经济结构、提高人民生活水平的基本途径,也是统筹城乡发展,解决“三农”问题的根本出路,要深化农村改革,全面繁荣农村经济,建立平等和谐的城乡经济社会发展新格局。
It is an inevitable demand on the new phase of economic and social development to coordinate the development between the urban and the rural areas. Goals have been set to change the binary structure of the urban and the rural areas, to set up a long-term-effected mechanism with industry supporting agriculture and the urban areas supporting the rural areas, and to accelerate the rural urbanization. This is crucial to speed up the economic growth, optimize economic structure and improve the rural people＇ s life. That apart, it can coordinate the development of cities and the countryside and solve ＂Three Rural Issues＂. Therefore, it is required to deepen the reform in the countryside, boost its economy comprehensively and build an equal and harmonious new pattern of the economic and social development between the urban and the rural areas.
