摘要
国有存续企业是我国国有企业改革的特殊产物,具有制度性的缺陷。目前,国有存续企业普遍处于困境之中,缺乏可持续发展的能力,这一现象开始引起人们的重视和关注。所以必须分析国有存续企业产生的政策背景、历史背景和经济背景,对国有存续企业当前面临的问题进行深入地探讨,才能对加快国有存续企业的改革提出针对性的建议及对策。
The state - owned existent and continuous enterprises （SOECEs） are the special result of chinese state - owned enterprises＇ reform, involving institutional deficiency.At present, SOECEs are general by in the predicament and short of eapababity of sustainable development. This phenomenon has begun to cause wide attention and concerns. The paper analyzes the policy background, historical background and economic background which cause SOECEs, discusses preliminarily the present problems of SOECEs, and puts forward countermeasures to accelerate SOECEs＇ reform.
