摘要
以长春市经济技术开发区(CETDZ)为例,根据循环经济理念,探讨了第一代工业区的生态工业网络建设问题。文章首先分析了长春市经济技术开发区的工业资源环境负荷,以及构建生态工业的优势和劣势。提出了建设生态工业园的一般性原则,探讨了CETDZ的生态工业循环经济模式,并在此基础上对系统建群种的特征分别进行了分析。运用系统集成手段,对园区的物质、能量、水资源进行优化,构建了全区的生态工业循环经济模型。最后提出了开发区生态工业实施策略,包括产业结构、企业结构的调整。
In accordance with the idea of circular economy, the writer conducts a research on the ecoindustrial network construction for the first industrial park, taking Changchun Economic and Technological Development Zone (CETDZ) for example. The environmental burden of industrial resources is first analyzed. On the basis of this, the writer points out the superiorities and inferiorities to establish an eco-industrial park in CETDZ. The paper also studies principles of EIP, explores the EIP model of CETDZ, and analyses constructive species one by one. An eco-industrial circular economy model is put forward through system integrating techniques of materials, water and energy. In the end of the article, strategies are explored for implementing eco-industry to form industrial network, including evaluation index system for eeo-industrial system and regulations of industry and enterprise.
