摘要
以促进新工作领域的学习、培养全球公民意识、强化生态责任为价值观基础和理论假设．21世纪的职业技术教育与培训不再狭隘于为个体提供职业技能和促进经济增长，而被赋予提高公民素质、构建终生学习体系、实现可持续发展等更为广泛、深刻的内涵。作为实现全民教育的基本手段，其将在消除贫困、促进和平、保护环境、提高人类整体生活质量方面发挥重要作用。
Taking the acceleration of new working area learning, cultivation of global citizen, reinforcement of ecological responsibility as the value basis and theory hypothesis, the connotation of vocational and technical education and training in 21st century do not only restrict in cultivating individual skills and promoting economical development, but endowing with enhancing the quality of citizens, building life long learning system and achieving sustainable development. As the basic means of achieving education for all, vocational and technical education and training will play important role in avoiding poverty, promoting peace, protecting environment, increasing human entire living quality, etc.
