摘要
我国区域人力资源流动存在严重的失衡现象。造成这种现象的原因包括政治、经济、社会、文化、教育等诸多方面。文章着重论述了教育因素对区域人力资源流动产生的影响,主要有落后教育环境下的“教育移民”和“低龄辍学”、教育模式导致“读书无用”与“人才流失”并存、高等教育机会不公平下的“升学移民”和“教育福利”,并由此提出改革教育资源配置模式以及改革农村教育的相应对策。
The imbalance of human resource turnover between different areas is pervasive in our country. This imbalance may result from different environments of politics, economy, society, culture and education of these areas. This article focuses on the influence of education on the imbalance, including the "educational emigration" and "teenagers' dropout" in underdevelopment areas, the concurrence of "uselessness of education" and "gradual drain of talents" as a result of the unreasonable education mode, and the "upgrade emigration" and "educational welfare" due to unfair opportunities of higher education. Then, the paper proposes the model for allocation of education resources and corresponding countermeasures for reforming rural education.
