摘要
文化体制改革是一项涉及体制转型和机制转换的复杂工程。在城市文化可持续发展背景下，破解文化体制改革难题的基本思路是，构建新型的文化管理体制和文化产品生产经营机制。同时，要妥善把握文化体制改革政策走向，在文化事业单位转制、投融资市场培育等方面着手，深化文化体制改革。
