摘要
在市场经济中,财政投融资具有动态的内涵界定和独特的功能定位。目前我国财政投融资体制改革严重滞后于经济体制改革的其他方面,存在着制度缺失、职能混乱、渠道狭窄、效益低下、结构失衡等诸多体制缺陷,其中又以国有资本投融资责任主体的缺位为最根本的症结所在。国有资本财政投融资体制改革的关键在于完善出资人制度,同时应当从立法规范、独立预算、机构专职、资信评价以及建立投资、资本与信贷三重决策互为制衡的投融资决策机制等多方面采取措施,建构新型的国有资本财政投融资体制。
In the market-oriented economy, financial investment and fund-raising system has its dynamic connotation definition and its special function orientation. Now, the reform of the financial investment and fund-raising system in China lags behind other aspects of economic system reform. There exists many systematic shortcomings such as system lackness or defect, functional confusion, cramped channels, low results, and no-balanced form, among which the lackness of the state-owned capital investment and fund-raising executor is the key factor. The key to the reform of state-owned financial capital investment and fund-raising system is perfecting the financial contributor system. Meanwhile, we should take measures in standardizing the law-making, independent budget, disengaging mechanism, credit evaluation and establishing the financial investment and fund-raising system which can make these three decisions investment, capital and credit restrain each other, all of which resulted in the defects establishment of new stateowned financial capital investment and fund-raising system.
