摘要
随着市场经济的发展,政府主导的行政区经济表现出越来越强的局限性,需要进行变革和创新。其发展趋势是以“城乡分治”为指导思想,逐步取消“市管县”体制,改革设市模式,使城市型政区——“市”恢复本来面目。
With the development of market economy, the limited trait of district economy controlled by governments is becoming more and more prominent, the system of municipality leading county and the mode of changing county to municipality should be changed and innovated. The trend of innovation is persisting in administrating of city-countryside separately, canceling gradually the system of municipality leading county, and reforming the mode of setting municipality.
