摘要
对银行进入信用卡产业的政府管制、通讯成本和市场规模是影响一国信用卡市场发展的关键因素。日本虽已成为世界第二大信用卡市场,但与美国相比,不仅信用卡的交易规模较小以及信用额度、受理范围十分有限,而且信用卡支付系统的欺诈率和信用卡发行机构收取的费率也较高。造成上述差异的主要原因在于:日本的银行业进入信用卡市场长期受到政府的严格管制,通讯成本较高以及信用卡产业的规模经济不明显。
Such issues as government regulations over banks' entry into the credit card industry, telecommunication costs and the size of market are considered as key factors that affect the development of a country's credit card market. The credit card market of Japan, though the second largest one in the world, not only enjoys a relatively smaller volume of business, but is also limited in its credit amount and service scale when compared to those of America. Besides, the fraud rate in the Japan's credit card payment system and the service fees charged by the credit card issuing institutions are also found to be higher than those of the US. The major causes of the above-mentioned differences are found to be such as the fact that banks of Japan in the credit card market are kept under government's long-term tight control, the high costs of telecommunication and the negligibility of size benefits of the credit-card industry of the country.
