摘要
康熙大帝和彼得大帝是18世纪世界上两位著名的君主。通过对他们施政方针及政策制定原因的比较,可以得出结论:在康熙盛世表面现象的掩饰下,康熙时代的中国社会正开始走向衰落。
Through the comparison between two important emperors in China and Russia in 18th century, this paper analyses causes policy- making by historical materialism and dialectics. It also points out that the impact of these policies on politics and the significance to later age. Finally it concludes that Chinese society was on the decline under the disguise of the prosperity during KangXi＇s reign, which also reflects Laozi＇s philosophy ＂good torture lieth within bad, bad forture lurketh within good＂.
