摘要
构建社会主义和谐社会对政府能力提出了新的要求,政府要发挥在构建社会主义和谐社会中的主导作用,必须具备包括维护公平与正义的社会平衡能力等在内的一系列能力。政府有效提升其能力的基本途径包括:确立以人为本的政府管理理念、建设公共服务型政府、建立健全政府管理机制、提高公务员的能力和素质。
Building the socialiam harmonious society brings about lots of ehallenges to the government capability,In order to play a dominant role in building the socialism harmonious society,the government should have a series of capabilities including the social balance capability for keeping equity and justices,Therefore,in order to promote its capability effectively,the govemment should estabish management theory based on haman being,construct a public-service-oriented govemment,perfect its mansgement machanism,and enhance the official＇s ability and quality.
