摘要
提出了绩效评价与管理有效性是两个既有联系,又有明显区别的概念。管理有效性是指消除客观基础条件优劣的影响,真正反映评价单位由于人们经营管理而产生效益的一种行为特性。管理有效性概念的建立可使评价工作更为公平,有助于调动人们的积极性。通过分析时间衣后绩效评价所起的不同作用给出了管理有效性的具体测算方法。
Two concepts, performance evaluation and management effectiveness, are introduced, which are not only connected but also obviously different. Management effectiveness refers to eliminating superiority and inferiority of objective basic conditions, and really reflecting an action characteristic of evaluating unit that is gained by managing to produce benefit. The concept of management effectiveness helps to evaluate what has been done fairly and to motivate people' s activities. The specific way of measuring management effectiveness is given by analysing different effects on performance evaluation according to the temporal sequence.
