摘要
我国关于卫生事业性质的研究,在80年代突破了单纯福利性的界限,1990年被确定为具有公益性的福利事业。尽管有了相当大的飞跃,但是仍有与建立社会主义市场经济体制不相适应之处,必须重新对其加以审视,客观地判断其应具有的属性,以利于确立其地位,发挥其作用。
The establishment of the socialist market - oriented economy in China demands us taking the interest of the whole reform into account to make the general design and further reform of the health sector. Judging objectively, the character of the health course is the crux of the further reform of the health course. The medical security system has fulfilled the compensation task of health industry under market economy. The character of the public welfare of multi- channels has raised main position. The character of welfare is in second position. The character of the health course is the public welfare course with the character of welfare.
The products of health services are human daily necessities, the guarantee of the human resources of rational development and use, the guarantee of realizing the target of economic, social development, cause great economic benefit for society,' and promote human civilization.
