介绍了在全球范围内,随着电信业的发展和电信市场的开放,电信许可在管制、政策方面的变化趋势,以及电信许可的管制目标、管制机构的演变等。在此基础上,还重点分析探讨了目前流行的许可证的类型、发放方式及特点、许可费用的制定,以及在许可变更时管制机构同各方进行谈判的方式和应遵循的原则等。
With the development of global telecom industry and the opening up of telecom market, this paper introduces the variation trend of the regulation and policy of telecom licence, as well as the evolution of its regulation target and regulation institution. On this basis, it particularly analyzes some common types of licence, the characteristics of its issuing mode and the determination of licence fee. In addition, it discusses the mode and the principles should be followed when the regulation institution is carrying on negotiation with each part in case the licence is changed.
