摘要
法院作为社区矫正的第一道关口,必须树立现代司法理念,在我国现有的法律框架内适时适度地选择适用监禁刑或非监禁刑,使罪犯得到及时有效的矫治,控制和减少重新犯罪,为构建社会主义和谐社会作出贡献。
As the first pass of community rectification, the court should have modern judicial notion, timely and properly apply the penalty against liberty or non - imprisonment punishment within the framework of Chinese current law to effectively and duly rectify the offenders, control and reduce crime anew, and contribute to social security and stability and build of the harmonious society.
