摘要
政府能力高低程度决定了行政组织产出的质量和数量,政府能力绩效评估就是根据行政组织的管理效率、效益、能力、服务质量、公共责任和顾客满意程度等方面的评价,对行政组织在管理过程中的投入、产出、政策或规定执行、中长期目标完成的结果等能力绩效进行评定和划分等级。对政府能力开展绩效评估有着三方面的理论依据,而在实践中需要建构一种基于绩效评估过程的有利于政府能力提升的组织运行模式,这种模式的运行能推动政府以绩效评估为核心的行政绩效的变革。
Governmental ability determines the quality and quantity of the output of administrative organization.The result evaluation in the aspect of governmental ability is the rating and grading of results and achievements in the aspects of engagement ,output,the enforcement of policies and regulations,the implementation of medium-long term target during the administrative process,according to the different aspects such as managing efficiency,output,ability,quality and pulic responsibility of administrative organization,and the customers' satisfying degree.There are three basic theoretical points for doing this kind of evaluation.In practice,a kind of organizing and processing pattern is needed,which will help to improve the governmental ability and be based on the evaluation process.And the enforcement of the pattern will certainly help to reform the administration with result evaluation as the core.
