摘要
长期以来,事业单位成为经济体制和政治体制改革中富余人员理想的去处和“避风港”。事业单位的人事改革不能再走经济体制和政治体制改革的老路,而应该以改革事业单位的领导管理体制为突破口,坚持内部消化为主、外部分流为辅的原则,深化用人机制改革,完善单位内部补偿制度,妥善安置富余人员。
Public institutions have been becoming the ideal whither and "shelter" for the redundant personnel in the reformation of economic and political systems for a long time. In the new reformation, we can't walk along the old road, instead, we should put it as the breach to reform the leading management system of public institutions, deepen the reformation of the personnel's mechanism, perfect the institution's compensatory system, and allocate the redundant personnel appropriately.
