摘要
陆桥保税物流的构架是以新亚欧大陆桥为载体的。阐述了发展陆桥保税物流的必要性,认为这将有利于陆桥国际物流通道的建设、西部大开发战略的实施、沿桥地带经济增长极的培养,促进物流业的合作、带动陆桥经济带的快速发展。在此基础上,从发展陆桥保税物流符合国家改革开放的大趋势、符合陆桥地带经济发展的客观需要、沿桥地带已具备加快国际物流业发展的客观条件等方面研究了发展陆桥保税物流的可行性,并对陆桥沿线地带发展保税物流的发展提出了构想框架,即在东桥头堡设立保税物流园区,在沿线枢纽城市设立保税物流中心,在沿线重要城市大力发展保税仓库、保税工厂,形成将保税制度与沿桥物流结合起来的一种国际物流运动形式。
This paper proposes a framework based on the Eurasian Continental Bridge （ECB） to develop ECB bonded property circulation, expounding on the necessity, feasibility and measures to realize the framework. In terms of its necessity, the development of ECB bonded property circulation will do good to the construction of an international property-circulating passage, the implementation of the West Development Strategy, the economic development along ECB and the cooperation within the trade of property circulation. In terms of its feasibility, such an undertaking complies with the opening-up policy of the government and the objective demand of economic development along the Bridge, and the conditions to speed up international property circulation are mature. In terms of the measures, we should set up bonded areas for property circulation at the East Bridgehead, construct property-circulating centers at the hub cities along the Bridge, build bonded warehouses and factories at major cities, and form a property circulation mechanism which combines bonded systems with ECB property circulation.
