摘要
棉花产业政策目标是多元化的。我国棉花产业的发展应充分考虑国际棉花生产、出口和政策的特点及发展趋势，针对我国棉花生产波动的原因与生产发展潜力，采取切实措施，促进棉花生产，减少棉花波动，稳定和保护国内棉花生产能力，从而促进我国棉花产业健康发展。
Policy objectives of China＇s cotton production are diverse, the development of China＇s cotton industry should take into consideration the features of international cotton production, export and policies as well as its development trend. Aiming at the cause of China＇s fluctuation of cotton production and its development potential, some effective measures should be taken to improve China＇s cotton production, reduce its fluctuation, stabilize and protect its productive ability, thus promote the healthy development of China＇s cotton industry.
