摘要
随着毒品犯罪的日益复杂和严重,现行的法律法规已难以全面适应深入开展禁毒斗争的需要,毒品犯罪立法需因应形势,对互联网毒品犯罪、吸毒情节严重的行为、国家规定管制的精神药品和麻醉药品、毒品的定量分析、毒品原植物(种子)的监控、伤病残及外来吸贩毒人员的收管、追究涉毒公共娱乐服务场所责任等方面的立法不断地加以细化和完善,为打击和防范毒品犯罪提供有力的法律保障。
With increasingly complex and serious drug crime, it is difficult for existing laws and regulations to overall fit in with the need of carrying out in a deep - going way, the legislation of drug crime should adapt to present situation. We should increasingly perfect such legislation as intemet drug crime, act of a serious drug - taking nature, spiritual drugs and narcotics controlled by our country, quantitative analysis of drugs, surveillance of drug plant, acceptation and management of the wooded, the patient, the physically disabled and drug addict from another place, the prosecution of the criminal liability of public places of entertainment concerned drug and so on, so as to provide powerful law guarantee for cracking down on and preventing drug crime.
