环境问题归因于市场失灵。要解决环境问题,政府介入进行管理和政策支持是必要的。但是还必须增强公众的环保意识,鼓励其积极参与。
The environmental problem is due to the market does not work. To solve the environmental problem, it is essential for the government to get involved, carry on management, and polily support. It must also strengthen the public environmental consciousness , encourage them to participate in actively.
