摘要
目标分析最优指标法是在层次分析法、TOPSIS 法的思路上总结出的一种新方法,它解决了3个主要问题:即目标分层指标筛选、不同指标的权重、同一指标间的离差,具有直观、简明、定量、精确等特点。其步骤是:首先根据医院的性质和任务进行目标分析——制定目标树,并根据筛选指标收集资料;其次用层次分析法计算出合理的组合权重;然后选择最优指标,并用最优指标进行归一化处理;最终求得综合系数即可进行评价。其评价结果优于层次分析法、TOPSIS 法、最优指标法,有较大的应用推广价值。
The optimum index of target analysis is a new approach discovered along the thinking of topsis.It solves three main problems:the index screening of stratified target;the weighting of different targets;and the deviation between the same target.The new approach is characterized by its direct- ness,conciseness,quantification,and precision.Its steps are:the first is to carry out the target analy- sis—to draw a target tree according to the specialty and the task of a hospital with data collected ac- cording to the index screened;the next is to work out a combination weighting with the aid of stratified analysis;then an optimum index is selected,which is used for normalization;and finally an evaluation can be carried out when a comprehensive coefficient is reached.The result of the evaluation is superior to stratified analysis,topsis and optimum index.Such an approach is worthy of wider application.
