民办非营利组织是一种自主谋划运行、实行自负盈亏,为社会提供具有鲜明特色的专业服务组织。它们活动于政府与企业难以触及的范围或领域内,起着弥补其社会服务功能缺失的作用。
The non-government non-profit organizations are the organizations providing the society with specific professional services. These organizations decide on their operations by themselves and responsible for their own benefit and loss. They function in the sectors or fields that are beyond the authority scopes of the government and the enterprises and make up for the losses of social services for the society.
