摘要
治安管理职能是警察的重要职能,在我国,由于过去诸多方面的原因,警察的治安管理职能没有得到有效的实现。《治安管理处罚法》的颁布,一方面扩大了行政处罚的范围,强化了警察的治安管理职能;另一方面规范了警察的治安管理行为,力求建立程序上的保证。二者的结合是对警察治安管理职能的有效整合,使警察的治安管理活动更能实现保护社会和保障人权的目的。

The promulgatim the of Public Security Management Punish ment Law, on the one hand, expanded the administrative punishment scope, strengthened police public security manage ment function; On the other hand, the standard police public security management behavior, made every effort to establish in the procedure the guarantee. The combintion does good to the police public security management, enables police public security management to realize the protection society and the safeguard＇ s human right goal.
