摘要
以治理理论作为参照的框架,分析研究政府高等教育管理部门如何管理高等学校的问题。提出对高等学校的管理,政府高等教育管理部门应是掌舵而非划桨,应从单边治理转变为政府、社会、公民共同参与的合作网络治理。
This article, in the light of governance theory, analyzes and studies how higher education administrative sectors of government manage institutions of higher education. It points out that the administration of higher education administrative sectors of government should be steering instead of rowing a boat and it is supposed to transfer from unilateral - governance to cooperative network - governance of government, society and citizens.
