摘要
我国农民职业分化有着深刻的经济社会原因,是农业现代化、城镇化和全面迈向小康社会过程中出现的必然现象。改革开放以来我国农民职业分化不断发展,但由于户籍等制度约束、农村劳动力素质低、劳动力市场不完善、乡镇企业和城镇化发展步伐缓慢等因素,近年来速度有所放缓。为此应从严格控制农村人口数量增长与加速农村剩余劳动力转移相结合、继续深化各项制度改革、加快农村人力资源培养、创造新的非农就业机会等方面来合理开发农村剩余劳动力,以促进我国农民职业分化。
Vocational differentiation, a phenomenon with profound social and economic background, is unavoidable during the process of modernization of agriculture, urbanization of rural areas and constructing a comparatively well-off society in all-around way. Since the reform and opening to the outside world, Chinese farmers＇ vocational differentiation process has been continuing. But in the recent years that process has slowed down to a certain extent as the result of the following factors： the existence of domicile system, poor qualities of rural labor, slow development of labor market and rural enterprises and urbanization. In order to get rid of these obstacles and further the development of farmers＇ vocational differentiation, we should： 1） combine strict control of rural population growth with the effort of transferring surplus labor; 2） speed up cultivation of human resources in rural areas; 3） integrate rural labor market with urban labor market.
