摘要
民国初年,财政极端困难,梁士诒出于多重原因主持募集民初公债并取得成功,创造了中国公债史上的最好成绩。在募集中,梁士诒的经济才能得到展示,灵活而务实地处理好各个环节,再加上官僚资本的积极参与,构成了成功的主要因素。
In the beginning of the Republic of China, the national finance was extremely difficult. For various reasons,Liang Shi yi undertook the task of raising the government bonds for the Republic of China and achieved absolute success, creating the best record in the Chinese history of government bonds. Liang Shi yi＇s talent for economy was fully displayed during the period of raising bonds. His flexible tactics in coping with every detail as well as the participation of bureaucratic capital formed the main factors of his success.
