摘要
乡村住区规划是规划领域统筹城乡发展思想的具体实践,根据浙江省部分地区规划的体会,乡村规划与建设的现状以及相关的经济社会基础是影响规划推进和实施的关键因素。此外,从规划过程的角度探索规划原理与乡村现实的协调,通过规划实践中的难点反馈及时转变规划思维,对于制定切合实际的规划方案及相应的实施策略、最终提高规划效率具有重要意义。
Rural housing planning is part of the idiographic practice in developing the urban-rural areas of the villagers and officials, etc.From the experiences of a series of planning practice in Zhejiang province, the authors realize that rural planning and construction are austere and that correlating economic and social basics are the key factors influencing the advance and the implementation of the planning.
In the course of planning, we need to look for harmony between the planning principles and the reality of the rural area and overcome the difficulties in the planning practices, including breaking the carton, harmonizing the interests among all levels and various bodies, solving the conflicts between ground policy and planning, the lack of the construction fund, and inadequate understanding on the part of the villagers and officials, etc.
To overcome the difficulties in the rural areas, we have made changes in the planning concepts and, through our efforts, worked out some planning programs together with corresponding implementation strategies to improve the planning efficiency.
We have accomplished the following aspects： understanding the importance of proper sequence in planning and construction; changing the primary planning conception; transferring the focus of planning and construction in the near future.
In conclusion, there are many difficulties in the rural areas. We should have a good understanding of the basic facts. We must first of all earnestly follow the idea of ＂developing urban-rural areas as a whole＂ and formulate relevant strategies. Only by doing so can we reach our goals in the end.
