该设想将法制系统作为开放的复杂巨系统进行研究,探索将复杂系统理论、计算机网络信息技术与法学理论和法律技术结合,构建人机结合、人网结合的综合集成的立法决策支持体系.该系统将以计算机和网络技术为核心的现代高新技术成果、法学及其相关学科知识、以及法律及相关领域专家体系综合集成,构成高度智能化的人-机-网结合的立法决策支持系统.这个系统不仅具有法律及其相关知识的采集、存储、传递、共享、调用、分析和综合的功能,而且具有对立法及相关问题实现从定性到定量认识的功能,更重要的是具有立法和法学知识创新的功能.它是法律和法学知识的生产系统,既可用来研究法律理论问题,也可用来解决立法实践问题.系统的重点是解决立法系统功能低能化问题.
The project researches the logal system as an open complex giant system. Explore how to build up a legislative decision supporting system of meta synthetic engineering, by integrating complex system theory with computer technology and web-information technology and legal science and technology, combining person with computer and web. The system has not only the functions of collection, storage, transmission, sharing, calling, analysis and synthesis for legal knowledge, but also the functions of cognizing legislation and relating problems from by quality to by quantity, h is most important that the system has the innovation function for legislative and legal knowledge, It is a producing system for laws and legal science, which could be used for researching legal theory and resolving practice problem. The key point of the system is to resolve the deficiency problem in legislative system.
