摘要
从我国的环境空气状况、酸雨污染现状与危害、火电排放占全国大气污染物排放量的份额等方面说明火电企业必须不断适应和满足国家日益严格的环保要求;从国家投资体制改革、主要产业政策、火电项目厂址选择要求等方面全面简述了火电建设面临的环保形势,以污染治理法规、标准要求及火电项目审批过程中的实际情况分析火电厂的污染治理,特别是SO2、NOx和烟尘的治理要求。强调火电项目的厂址选择必须符合法规、部门规章、发展规划、环境功能等多方面要求,且这些要求近年来变化很快,项目建设单位应及早咨询,以免造成较大的前期损失。
This paper presented the environment problems in front of the power enterprises in China such as the deteriorated air quality, serious acid rain and remarkable pollutants emission of thermal power industry. Based on these, several main measures and aspects were proposed to observe covering the national investment system reform, main industry policies, requirements for site selection of thermal power plant, pollution control laws and regulations, standard requirements and so on. Among these, the project site selection is placed an special emphasis on the requirements of laws and regulations observing, development planning and environment function etc so as to avoid tremendous early-phase losses.
