摘要
天然气消费者对用气的基本要求是安全平稳。但在生产和消费过程中,不可避免地存在着3个主要问题:一是用气存在不均衡性,最突出的是冬季采暖高峰期用气量大增造成的不均衡性;二是由于各种事故造成用气或供气中断时,如何保证用户的需要;三是若需通过提高气田产量来满足市场用气不均衡的需求时,如何避免产量的波动。通过对国外安全稳定供气状况的调研,结合国内实际情况,重点对调峰手段进行了比选分析,并对国内安全供气提出建议:①长输管道联网、气源区互为调度;②调峰及安全供气保障措施以地下储气库为主;③积极引进国外天然气。
Safety and smooth are the basic demands for consumers in gas delivery. But in the process of gas production and consumption, the following problems are inevitable for gas supply and demand. Firstly, there exists unbalanced gas consumption, especially the gas consumption increases greatly for heating in winter, which creates the imbalance; Secondly, when gas delivery is interrupted by all kinds of unexpected accidents, how to guarantee the gas supply for consumers; Thirdly, when the demand of unbalanced gas consumption is satisfied by increasing production of gas fields, how to prevent production fluctuation. According to the investigation of safe and stable gas delivery overseas and integrating the real cases in China, the peak-shaving measures are compared and analyzed carefully. Some suggestions are proposed for safe and stable gas delivery in China, which includes connecting the long pipelines into a network to dispatch gas sources each other; taking the underground gas storages as the main tools to guarantee peak-shaving and safe gas delivery; trying every possible means to import foreign gas.
