摘要
文章首先对地质灾害防治工程的概念进行了讨论。笔者非常赞同“地质灾害防治工程是地质工程而非一般土木工程”的观点。关于斜坡地质灾害防治方案与设计问题,只有深刻地了解斜坡的结构和工程地质环境才能作好;而防治工程设计应当全面符合“技术可行、经济合理、施工简便、安全可靠”的原则。关于规范与技术要求的编制,主张全国统一的规范宜粗,仅强调普遍遵循的原则;而针对具体项目的技术要求则应详细一些。无论是规范还是技术要求均应为技术创新留出足够的空间。关于市场运作,不赞同照搬《土木工程施工合同》(FIDIC)的作法,主张接防治工程的总体目标和实际效果进行总价承包。
In the previous paper of 'Discussion on slope control', the author discussed importance of geological work in geological hazard control, and discussed some problems from different views. In that paper a new mode of market management about geological hazard control was recommended. In this paper we discuss the concept of geological hazard control. The authors agree to the view that geological hazard control is geological engineering instead of common civil engineering. About the framework of geological hazard control and engineering design, the authors think that they are the key points. A best framework is to fully understand the slope structure and geological environment. The design of control engineering should abide by the principle of technical feasibility, cost-effectiveness, easy construction and safety. On compiling technical standard and requirement, the authors think that the national standard should be a guideline but technical requirements should be in detail. Both of them should give space for new ideas. In regard to market management, the authors do not agree to imitate FIDIC, and advocates to contract project according to the total price and factual result.
