摘要
本文结合黑河流域实际情况和流域发展的现实需求,提出了“宏观总控、长短嵌套、实时决策、滚动修正”的流域水资源实时调度的模式,并应用自适应控制方法,建立了流域水资源的实时调度系统,包括相互嵌套的实时调度预报子系统、实时调度决策子系统和实时修正子系统。实时调度预报子系统主要包括长期和短期径流预报、土壤墒情预报和需水预报;实时调度决策子系统包括长期和短期调度决策;实时修正子系统是根据采集的实时信息,进行长期和短期调度的修正。
A real-time dispatch system for Heihe River basin water resources management is established based on self-adaptive control theory. The principles of operation mode for this system are: 1. control is according to the long-term dispatch program; 2. short-term dispatch program is combined with long term meteorological forecast; 3. dispatch decision-making is based on real-time information of rainfall runoff, meteorology and soil water content; 4. continuous modifies the dispatch program according to the renewed information. The system consists of 3 subsystems: real-time dispatch forecast subsystem, real-time decision making subsystem and real-time modification subsystem. The first subsystem includes the models of long-term and short-term runoff forecasting, soil water content and water demand forecasting. The second subsystem includes the model of long-term and short-term dispatch decision-making. The third subsystem is functioned according to the real-time renewed information.
