NGOs are often perceived as the cornerstones of vibrant civil society. NGOs are crucial to political and social development in developing countries, which has been proved in Indonesia, the biggest country in Southeast Asia. This paper will explore how Indonesian NGOs survived under Suharto's authoritarian rule, and reveal NGOs serving as leverage in political development of developing countries.
