摘要
汇率制度和资本项目管理方式是开放经济国家面临的两个重要选择。汇率制度与资本项目管理方式的不同搭配会对消费者的消费水平波动(消费者福利)产生不同的影响。从消费者福利最大化角度考虑,不管政府选择怎样的汇率制度,都应该让资本项目开放。
Exchange rate system and capital item management method are two important choices in open economy countries. The different matches of exchange rate system and capital item management method have different influence on consuming level vibration of consumers. From the angle of maximization of consumers welfare, no matter what exchange rate system government chooses, government should open capital items.
