摘要
美国高等教育认证制度虽然历史较长,发展也较为完备,但仍存在着许多问题,同时在当前新的时代背景下,也面临着种种挑战。本文着重讨论了认证制度目前存在的认证标准与教育质量相关性较低,认证程序所需时间过长,评估员缺乏训练以及认证名目众多,院校负担过重等问题。文章认为认证制度所面临的挑战来自高等教育内部和外部社会环境,这主要受高等教育质量观、教育观、新技术手段以及联邦政府和公众问责等因素的影响。
Despite more than 100 years history and a more developed system, some problems still exist in the American higher education accreditation system. As the article analyses, these problems include low relevance between accreditation criteria and quality, it takes long time to go through the accreditation process, and there are overlaps between many types of accreditation etc. In the new millennium, the changes in the concepts of quality and higher education, high tech innovation and increasing accountability required by the public and Federal government also created new challenges to the accreditation system.
