摘要
社会救济是公民享有的基本权利,是国家应承担的基本义务。从目前公民享有的权利与国家承担的义务的情况看,在社会救助中仍然存在着不能很好地行使权利和承担义务的问题。
It is a fundamental right that citizens enjoy the society succoring, which is basic obligation that the state should undertake. But the fights which citizens enjoy and the obligation which the state undertakes are not well exercised in the society.
