摘要
地勘单位企业化改革是一项制度变迁,需要一个过程,改革本身只是手段,不是目的。尽管企业化经营是地勘单位改革的一个趋势,但是从短期看,并不是所有的地勘单位都适合改革,改革存在着范围条件。同时,如果政府在制定政策时更加重视长远收益,采取一些合理的措施,避免按时按量、一刀切等短视行为,那么也可以激励部分原本不符合改革条件的地勘单位参与到改革中来,加快改革进程,促进探矿业更快发展。
The innovation of the geological prospecting units is an institutional transformation, which needs a process; innovation itself is just an instrument, instead of a destination. Although corporation management is a direction of the innovation of the geological prospecting units, in the short time, all the geological prospecting units are not suitable for the innovation, because the innovation needs conditions. Meantime, if the government attaches more importance to the long-term proceeds, adopts some reasonable methods and avoids short-sight actions, some geological prospecting units which now do not accord with the innovation conditions can be prompted to join the innovation. This will eventually accelerate the innovation process and prompt the prospecting industry to develop faster.
