摘要
由于计划调节和市场经济调节各自存在的弊端,无法真正实现人力资源的优化配置。本文从历史的角度分析了我国在计划经济体制下,人力资源配置的弊端;从现实的角度分析了市场在配置人力资源中的局限性。论述了加强宏观调控在我国市场化人力资源配置中的重要作用。
Due to the drawbacks of the planned and the market economic regulation, the optimized distribution of human resources cannot be realized. By analyzing the drawbacks of human resources distribution under the planned economic system as well as the limitations of the market in allocating human resources from the historic and realistic angles respectively, this paper expounds the important role that macro - control plays in China' s market - oriented human resources distribution.
