摘要
网络基础设施是一种准公共产品,它的这一属性使得在构建网络基础设施时遇到许多困难。因此,必须要考虑到其公共性,又注意到它的特殊性,从明确网络基础设施的建设主体和产权安排入手,特别是处理好网络基础设施的所有权和经营权的关系,才能使网络基础设施资源得到有效配置。
As a quasi public goods, the construction of network infrastructurebecame complicated. To realize it, we must consider not only its attributes as a public goods but also its attributes as a private goods. This paper emphasizes on the importance of confirming the building subjects and property right arrangements, especially the relationship between the ownership and operation power of network infrastructure.
