摘要
灾害现象和灾害是两个不同的概念.灾害现象可以引起正、负两种效应,本文在对灾害现象的分类及属性研究的基础上,重点讨论了灾害现象的正面效应.
The disaster - phenomena and the disaster belong to two kinds of concept. The disaster - phenomena can lead to positive and negative effects. The article, which researches the classi - fication and attribute of the disaster - phenomena firstly, discusses with emphasis the positive effects of the disaster- phenomena.
