摘要
新经济形势催生了用人制度的变化,凸现了人力资源是第一资源的经济特征,唤醒了人才的自我意识,对人才产生了较大影响。同时,新经济也带来了一些负面的影响,在市场经济意识的作用下,人才更注重体现自己的价值。在当今人才缺乏的情况下,人才选择实现价值的过程,造成了激烈的人才竞争与争夺,导致了经济欠发达地区人才不稳定和严重匮乏。在分析新经济形势对人才正面影响和负面影响的基础上,提出经济欠发达的中西部地区应抓住西部大开发的政策契机,转变观念,拓宽用人的思路,加强与经济发达地区、人才聚集单位的合作与交流,创造条件,快速发展的对策。
The new economic situation brought the change of system to choose a person for a job, and showed the human resource is the economic characteristic of first resources, and woke up the self-consciousness of person of ability, and gave rise to the more great influence on person of ability. At the same time, new economy also brought some passive influence , under the effect of market economy person of ability more lays stress on value that embodies oneself. Under the present circumstances in which person of ability is short, the course of person of ability selecting to realize value causes intense competition of person of ability to compete and fights for it, and leads person of ability not stable and seriouly short, at the district where economy is not enough developing. The article, on the basis of analysing the positive influence and negative influence of the new economic situation to person of ability,puts forward the countermeasures that the middle western district where the economy is not enough developing should catch hold of the policy moment that develops greatly in the west, change the concept, and widen the train of thought choosing a person for a job, strengthen cooperation and the exchange, create the condition and develop quickly.
