摘要
市管县体制在我国已实施了20多年,实践表明市管县体制是城市化道路的一种探索,有成绩也有不足。文中通过总结市管县体制的历史沿革,结合现实情况分析市管县体制目前存在的弊端,笔者认为市管县体制的未来改革思路要遵循市场经济规律,并与政府职能转变相结合,按照稳中求进、由点到面等原则逐步加以改革,对于我国社会的稳定发展具有现实意义。
It has taken twenty years that the city dominating county system brings into effects in China. Practices indicate the city dominating county system is a kind of explore in the path of urbanization. Suecess and lack all exist. This text analyzed the existent abuse at present from the summarization of the city dominating county system＇s historical evolutions and the current situation. The author thinks the future reform thoughts should follow the law of market economy, and he reform should unite the change of the government functions according to the principles of advance with steady steps and from the point to surface. So it has the practical significance for the steady advancement of our county＇s society.
