摘要
强化信访的权利救济功能,不是信访制度设计的初衷,不利于法治国家的构建,也与国家权利救济机制建设思路不符合。信访制度改革不在于强化其权利救济功能,而在于规范现有制度,探索制度创新。
Reinforcing the relief function of complaining system is far beyond the original intention of institutional design, goes against constructing modern nomocracy, and falls short of the purport on how to build national mechanisms in aid of right. The reform of complaining system doesn' t consist in reinforcing the relief function, it does consist in standardizing current system, exploring institutional innovation.
