摘要
产业结构和空间结构问题,是经济地理学和区域经济学研究经济发展问题的核心命题。本文从区域视角,在海洋经济的实质及其区域经济特性分析的基础上,应用区域产业结构和空间结构的基本理论,揭示了区域海洋经济的结构性特征及其演进的基本规律,以期为海洋经济发展战略与规划的制定提供依据。
Since 1990s, marine economy has been developed rapidly and its status has been elevated in national economic development. It has driven the constant intensification of the relevant theoretical research on marine economy and promoted theories and methods of economic geography and regional economics to be more and more widely applied in the research on the issues of marine economic development. At the turn of the century, the strategic lay-out of “carrying out marine development ” was made in the 16th National Congress of Communist Party of China, and the “Outline of National Marine Economic Development Plan” was issued and implemented, which indicates China has already stepped into a new era of all-round oceanic development.
Based on the analysis of the essence of marine economy and its peculiarity of regional economy from the angle of region, the paper reveals the structural feature and evolutional regularity of regional marine economy according to the theories of regional industrial and spatial structure to provide references for drawing up strategy and plan of marine economy. The paper concludes： due to the close connections between industrial structure and industrialization as well as spatial structure and urbanization, industry-space structure substantially epitomizes the organic connection between urbanization and industrialization; marine economy materially falls into the category of resource economy restrained by the situation of regional economic development. As an important growth point of regional economy, the marine economy is an important motive force for regional economic development.
Therefore, the author suggests that it should be the basic principles followed by practices of marine economic development to analyze the issues on marine economic development from the angle of regional view, determine the orientation and priorities of marine economic development proceeding from the basis and the strategic demands of regional economic development, and to construct the basic framework of
