摘要
目前中国路桥收费引起社会各界越来越多地关注,在实践中,公路收费还存在乱收费等一些亟待解决的问题。如果不正视和及早解决这些问题,势必会影响公路建设事业的发展。公路建设资金的相对短缺是推行公路车辆通行费制度的根本原因;财政状况的不理想和公路多样化融资的发展,势必要求利用车辆通行费制度发展中国的高等级公路建设事业。应当进一步深化对道路收费问题的理论研究,促使车辆通行费制度为推动中国公路事业的快速发展发挥更大的作用。
The public has paid more and more attention to the road tolling in China. However in practice there exist a lot of problems for road tolling in China that should be solved in time; otherwise the development of the road construction will be interfered with. The basic reason to exercise the road tolling on vehicles is the shortage of funds in road construction. The financial deficiency of the government and fun raising diversification for roads ask the Chinese government to adopt road tolling systme to develop its high-grade highways. Therefore, it is necessary to conduct in-depth theoretical study on road tolling, which can push forward the construction of the road network through tolling system.
