摘要
北京政府的文官选拔与任用制度,脱胎于孙中山的文官管理思想,成型于袁世凯统治时期,是中国近代文官(公务员)制度形成的伊始,对其后南京政府时期公务员管理体系的性质产生了重要影响。本文从文官体制的组织与体系、考试与甄别、分发与任用等三个方面切入,通过对北京政府时期文官制度的基本内涵、功能与作用的探讨,考察了近代中国社会转型期公务员管理制度初成时的基本特征。
The civil service examination and selection system during Beijing Government(March 1912 -June 1928) was produced from Sun Yat-sen's thought, and was established during Yuan shih-kai government, and it influenced the civil service system of Nanjing Government(1928- 1949). This thesis is composed of three parts: construction and system, exami nation and distinction, distribution and appointment. It studies basic content, function and influence of the civil service of the Beijing Government. It also concludes the characteristics of the civil service system in its early period of modern China.
