摘要
本文研究了激励基础研究的政府研究基金诱导的效率问题。由于基础研究项目的公共产品特性,其研究应由政府建立研究基金来支持,其资助力度应以能诱导出最优的基础研究资源配置为原则,而不是项目的社会价值。因此应制定确保基础研究资源有效配置的相关政策。
It would be assisted by research fund which is set up by government because that basic research project characterized public goods . The assisting intense would be that which can induce most optimal resource allocation of basic research rather than the social value of the basic research project. Therefore , relative policy that insure most optimal resource allocation of basic research must be made.
