摘要
本文在辽宁、吉林、四川三省调研基础上,系统分析了粮食主产区农民增收面临的难题,提出应稳定粮食基础,做好设施农业、统筹城乡劳动就业和全面推进农业产业化经营三篇文章,并提出了针对性的政策建设。
